The Dutch Vehicle Registration Authority (RDW), in partnership with Emovis, has officially launched the Netherlands’ first-ever Free Flow Tolling System.

Announced in 2022, this project is now live on the newly constructed A24 highway near Rotterdam, delivering a modernized approach to toll collection that reflects an important step toward sustainable and efficient road mobility.

The A24 (Blankenburgverbinding), connecting the A15 and A20 highways through the Hollandtunnel and Maasdeltatunnel, is the first Dutch highway to implement this tolling system.

Expected to serve approximately 50,000 vehicles daily, the system enables drivers to pay tolls electronically at normal speeds, eliminating the need for traditional toll booths and reducing congestion. The opening of the new tunnels allows motorists to cross in 3 minutes, compared to 12 minutes via the existing Benelux tunnel.

Emovis is bringing its extensive experience, having successfully implemented free flow tolling systems in several countries across North America and Europe.

With the support of Emovis, RDW is also preparing for the potential expansion of the system to the ViA15 highway near Arnhem/Nijmegen. It is projected to accommodate 33,000 vehicles daily upon completion.

Free flow tolling eliminates the need for physical toll booths, using advanced technologies such as Automatic Number Plate Recognition (ANPR) and cloud-based systems for seamless transaction processing. This system aligns with the Dutch government’s vision for sustainable mobility by reducing congestion, enhancing road safety, and lowering emissions. This ensures scalability, transparency, and compliance with stringent data protection regulations, including GDPR.

With the A24 tolling system now live, RDW and Emovis are paving the way for a more streamlined and efficient transportation network. This landmark project sets a blueprint for similar initiatives across Europe and beyond.
